Overlay problems or such with WinMe?

I keep having overlay problems with windows me. When i open ie, 1out of 5 times, there are streaks across my screen. I didnt have this problem with Win98se, but only with WinMe. However with this vidcard, i have overlay issues when i run wintv at 32bit color, so i have to turn it down to 16. Anyone else have this issue?
