Overheating issue

My Civic has been getting hot at times(all the way to the red), the past two days I have driven to a town about 70 miles away. The drive is all highway between the towns. My temp stays normal but when I get off the highway it will go up and my heat stops blowing hot then it will go down again back to normal range in a very short period of time. I am hoping it is something simple like a thermostat
 
Check the coolant reservoir, make sure it isn't low. If your radiator cap is over 5 years old, replace it!!!! Also you may have to bleed out the air out of the cooling system if it does turn out to be an issue with the radiator cap.
 
I've heard that when a thermostat typically fails it gets stuck in the open position. What you are talking about sounds like the one or both of your fans have failed on the radiator. Once you get off of the highway you don't have enough air pressure causing enough air to pass over the radiator fins to keep it cool.

I had a similar issue on my Integra once, I found that a screw had fallen into the fan shroud and was stuck in the radiator fins and stopping my fan from being able to spin.

Could be a bad stat getting stuck closed (had that)
Or partial blockage due to old/contaminated coolant turning to sludge (had that)
Or failing water pump
Or low coolant
Or air in the system (had that when I didn't burp the system properly)
Or gasket issues (which can lead to low coolant and/or air in the system)
Or bad radiator cap
