Overcloking athlon 650

Hi i got a athlon 650 and a epox 7-KXA and a td2 oc card, but i cant get the damn processor to run at any other mhz then 650...at 650 its 30 degrees C.
Only when i set it to 850 mhz it starts atleast but freezes after counting memory. Anyone got some tips?

finally i got it to run at 700mhz...but it has to go faster then that? maybe its a usless processor..and mb i really wanted a asus card.. well has to buy that next time instead.
