overclocking without pci/lock

So far I have got all the components for my next build except for mobo and processor.
I am going with a Conroe Matx setup. This route presents challenges with overclocking.
I have overclocked plenty of Athlon XP's, but things have changed a bit since then. Hopefully this new Intel setup will be as good a value as the XP's have been.

Anyway, back to point.....
So far the best mobo candidate for me is the ASUS P5B-VM.
Looking through it's manual and reading the limited user review available, it appears this board has a pci-e/lock, but no pci/lock. It also appears to be able to lock memory speeds as well.

This didn't present many problems with nforce2 setups really, but user reviews complain it is a real problem.
Wouldn't this NOT be a problem as long as you are staying close to standard bus speeds ie. 100,133,166 etc?

I am looking to get this board (probably) along with an E6400 processor.
I have already got some Corsair TWIN2X 2gigs (CM2X1024-5400C4) ram sticks.
Along with an Enhance 5140gh 400W PS and a Seagate 7200.9 Sata2 400G HD.
(reusing pata opticals)

I will be using onboard video initially, until I free up some more cash for a decent video card. (I am sure this will probably limit overclocking a bit as well)
