Overclocking the Venice

My friend just got a new setup. MSI K8N Neo2-f and a Venice 3000+. He does not have a job so he cant do much as far as spending goes. He is using a 80 GB Seagate 7200 RPM (IDE), the question is will the IDE bus stop him from digging into the potential of his 3000+? because it does not seem that his rig overclocks very well, not even when using memory dividers. The RAM he uses is Cas3 Corsair Value Select.
