Is increasing FSB enough to overclock? or, do I need to increase the voltage? Actually, I am wondering, why there is a voltage changing box in bios? What for it is used?

What setup do you have?

Yes, increasing FSB will overclock the CPU. But your CPU might need more voltage to run stable at a higher-than-intended speed; that's why voltage adjustments are available.

i have a 2.8 prescott, (200x14)

i want to increase the FSB to 220, is my normal CPU voltage OK for the job? (CPU's normal voltage is 1.3875v)

Your normal cpu voltage should be fine for just a 10% overclock. This can depend on the motherboard, but I'd be suprised if you ever needed more than normal voltage for just 10%.
