overclocking question

I just built me a new system almost a month ago. I did not think I was going to overclock but decided to. I have p4p800 2.4c cpu maxtor 160 hd and radeon 9500 pro video card with kingston 512mb pc2700. I was thinking with that memory I could not overclock any, but when I go to the bios I select overclock 30%. After I did that I went to www.pcpitstop.com and ran the little test. It said the computer was running at 3142mhz. I restarted and checked the CPU temperture and it was going up to 103F. Is this safe or does it need to stay below 100? the MB temp was around 92F
 
I was just in the bios watching the temp and the CPU temp got up to 99.5F. If it is that high just sitting there how much higher will it go when I am playing games? Do I need to enable the q-fan?
 
is there anyway to check the temp in windows. I have asusprob but I do not think that that is good because it says im at 80f right now
