Video cards have diffrent modes depending on the applications being ran. When in a normal windows environment the card is running in 2D mode. While gaming the card is in 3D mode. Now i've never heard of a low power 3D mode so i gues this is relativly new. But when OCing the card if you don't need exstra performance with watching videos or doing normal work then there is no need to OC the 2D side. But of cource your OCing to get better game performance so you will mainly be messing with the 3D settings.
