Tbred B 1700
Shuttle AN35N Ultra 400
PC2100 DDR 1GB Corsair OEM regular stuff

Right now I have it @ 166 x Auto (11 Multi) but I have had it 166 x 12.5 stable

I guess I could lower the multiplier and raise the FSB

But I can't go higher or lower than 166 it's either 166 or 133, anything else and my bios yells at me and resets itself. Any Ideas why? If I had faster RAM could I go oc more or would it not matter?

Well if you read, at least post a thought...;)
This may be a joint cpu+mobo question

Given your use of the DDR 266 RAM, you've probably been doing quite well already to have that running at 166, whatever the multiplier. I can't imagine any ordinary PC 2100 RAM running nicely at the PC 3200 speeds.

Does that have the on-board video and are you using it? I have a friend I built a comp using the Biostar with IGP video, and I tried ram overclocks with it using ram that I knew from personnal experiance had no problem running 185MHz, but it too would only allow multiplier overclocks and 166MHz FSB only.

The worst thing was it would blank screen and I would have to reset CMOS each time which was a pain, so I let it go as a multiplier/166MHz only overclock system. I was using Samsung PC2700.
