overclocking my gtx 260 on Vista x64 SP1

I've tried a handfull of third party programs, but found nvidia system tools to be the best for me. Anyways I have noticed whenever I boot up it takes about 2 minutes for the clock settings to take place. For example during this time while its loading it, GPU-Z won't load, nor will cpu-z until its done loading.

Is there a reason why its taking so long to set the clock settings? I don't remember this type of behavior back when I used to overclock on xp. Just wondering if this is normal or if there's anyway to fix it.
 
There might be in how Vista handles startup services and applications compared to XP. XP tried to start everything up at the same time whereas Vista will try to start services / applications in a more streamlined fashion.
 
looks like it was actually the video card drivers. I rolled back to more stable ones and it didnt do it anymore.
