Overclocking my 6800GT: is thermal throttling dropping my Core clock?

I had used power strip to overclock my 6800GT from stock speeds to 430Mhz for 3D, 400Mhz for 2D, and 1100Mhz for memory. I am using the XTREME G modded 76.10 drivers.

In running rthdribl, it appeared to work fine, I did not get any crashes or noticable artifacts (they should be easily noticeable, right?), and my temp went from 60 to about 70, which I had thought was OK since the 76.10 driver reports the temperature high. However, it was about this time that i noticed the core clock in the riva tune's monitor drop to 350Mhz. Is this a case of thermal throttling? I would like to be sure before I think about running a slower clock speed or improving my cooling.

Also, is it true that the same percentage of OC on the core clock impacts preformance more than the OC on the memory?

EDIT:
I forgot to mention that riva tuner showed my memory clock to be always at 1104Mhz, and a few seconds after I quit rthdribl, the core clock went back up to 400Mhz which was what I had set for 2D.

My CPU is a 3500+ winchester OCed to 2.6ghz on an MSI neo2 platinum. I have a powerstream 520W PSU with a very stable 12V rail which I measured with a multimeter.
