Sure, so long as it's stable still (and of course, you are competent to prove, verify stability). I wouldn't store any valuable data on or depend on such a system for any important uses though, best reserved for gaming.

Maybe you can, but it's putting the cart before the horse. Buy the thing and try it. Do not plan, "DO", or don't, and see... you might end up with even higher but due to the nature of overclocking, if everyone had 100% success, boards would just automatically do it out of box.

No, you should not assume, you should buy the parts and test each. Obviously if you have hopes of high memory o'c, you should pay premium for memory to increase the clock ceiling, unless all you really wanted was the most speed possible for least money (which everyone wants of course, but I mean emphasis on low cost rather than performance).
FSB

RAM should not be 2:1. Generally the ratio will depend on which memory, how much of it and what stability margin the motherboard has. You're trying to apply generic concepts to a particular situation and it won't work until you have resolved some of the variables, like the specific memory you buy and the specific CPU FSB you end up proving stable.
At first it is good to run the system conservatively and try o'c of one subsystem, test that, then unoverclock that subsystem and o'c the other instead next, so you are limiting the variables to find the ceiling speed of each, and THEN try o'c of both. Also keep in mind that those who are skilled or lucky or whatever, will tend to brag about their o'c, while those who have worse results won't be so proud and you won't hear about their results, so it is often the case that the highest o'c results you'll see are not typical, perhaps possible, but you might even beat the odds.
