Overclocking a q9450 with evga 750i

not meaning to jack the thread but i have a couple of questions. my setup is as follows

EVGA 750I Motherboard
Q9450 Intel
Corsair DDR2 800 Memory 4gb running at 5-5-5-18
x2 8800gt
S1283 CPU Cooler
4 Intake Fans
600 Watt power supply

I use xp so the maximum amount of ram im using is 4gb. By adjusting my fsb to 1450 i can only achieve 2.9 ghz. Also im wondering how to increase the bus to 450 mine seems locked at 375 and i do not see a bios option to adjust it. Im wondering if the amount of ram has something to do with this im going to keep increasing the fsb speed but im a complete beginner to overclocking so any input is greatly appreciated thank you.

Also how did you adjust the fan speed on your cpu fan
