Overclocking a Dell computer?/

Friend has a Dell Dimension 8250 w/ P4 2.53ghz. 533FSB. Intel

A) How do I unlock the overclock features in bios?
B) Can this processor be pushed up to 2.6 or 2.7ish?

Agreed. You cannot overclock a Dell. Additionally, the multiplier on the P4 cannot be changed in any computer.

Software overclock it. There are programs out there that will overclock your chip by reading your bios and resetting information in it manually. It is much riskier and less effective but possible.

Actually, you should be able to overclock the Dell 8300. Use cpucool from:

http://www.podien.onlinehome.de/CPUCOOL.HTM

Select "I don't know" when it asks for MB type. Then under "Functions-> Change front side bus/change CPU speed" and pick the ICS 952607.
Then pick the "Fine Tuning Option" and increase the CPU speed in "fine1" set of options. I've tried this on a Dell Dimension 4600 and the overclock was confirmed with CPU-Z, increased benchmark scores in Cinebench2003 and Cachemem.

Of course, since you don't temperature and voltage readings, and ability to adjust voltage and memory settings, you have to take care when overclocking.
