Overclocking 7900x on strix gaming e.

I have been overclocking my intel cpu's for a few years now I recently upgraded my system to the x299 platform. My rig consists of 7900x cpu and the strix x299 gaming e mobo, 64 gb of corsair dominator platinums, 2 gtx 1080ti with heat killer 4 gpu blocks, cpu is also cooled by the heatkiller 4 cpu block. I'm having a problem with overclocking I disable the usual cpu power states, turbo core, and turbo core 3. set for manual overclocking adjust the multiplier and manualy input voltage. When I save settings and reboot in to windows no matter what multiplier I put in the cpu stays at 3.3 ghz the normal baseclock. Am I missing something or is there a setting that needs to be enabled or disabled. I have had no problems overclocking my 7700k but cant seem to get anything to work on my 7900x other than doing the precission 5 auto tuning that moves 2 cores to 4.6 and the rest to 4.3. I really want all my cores the same trying for 4.5 to 4.6 as I have not delidded my cpu yet. Any help would be greatly appreciated.
 
The problem is that you are disabling turbo. When you do that on X299, your manually-input settings simply won't work and your max clock is base clock. I ran into that on both the MSI X299 Gaming Pro Carbon & Gigabyte AORUS Gaming 9. Keep Turbo Boost on.
