22C at 1.888V vcore? I didn't think any air cooler was that good. Especially since your CPU fan runs at less than 3000RPM. Try using EVEREST Home and read the CPU diode temperature. I'm guessing you're reading the socket temp.

It look like the API (no not the Win API :) ) of MOBO is broken and the API is generating Heat values,try to stick finger on the cooler and then sey what you feel :)

You neglected to tell us that it's in front of an AC unit :p

BTW, that's still not your CPU diode temp. But if your board doesn't support the reading, oh well.

Your thermal diode is broken. Such low temps are simply impossible without phase change cooling.

mobo temp monitors are infamous for reporting wrong temps. they even are to blame for people who wet their pants at low temps.

In his everest picture, it said that the cpu was 22C. It didnt say the CPU Diode. I have an Asus A7N8X-Deluxe and My CPU temp is reading at 22C but my Diode is at 43C.

that AC setup is a terrible idea. the colder than room temp air from the AC clashing with warm dry hardware will create dew. god help your hardware.
