Overclock PII 400?

Doubtful you can overclock your system.

Your Dell probably came with an Intel Seattle SE440BX motherboard. This board has no options for overclocking as it is completely autodetect.

You would have to get a new motherboard if you wanted to overclock it.
 
Andys right, i had the same setup as you, however i lucked out and it turned out my PII 400 was completely unlocked allowing me to reach a spead of 600Mhz with stock cooling, im sure it could have gone higher but my cheapo pc100 held me back. hcnage your mainbaord and you might be lucky for a few extra Mhz
