At a certain point after I increase the CPU frequency (while lowering the multipliers on an AMD board) Windows boots normailly, but without internet access. The three errors in the event log are:

DCOM got error "The service database is locked. " attempting to start the service EventSystem with arguments "" in order to run the server:
{1BE1F766-5536-11D1-B726-00C04FB926AF}

DCOM got error "The service database is locked. " attempting to start the service winmgmt with arguments "" in order to run the server:
{8BC3F05E-D86B-11D0-A075-00C04FB68820}

The semaphore timeout period has expired. . Your computer will continue to try and obtain an address on its own from the network address (DHCP) server.

Even on a downclocked computer, (cpu and memory) and increased voltages, the problem persists. I couldn't find any solutions on my own, so any help would be appreciated

So you overclocked it, you got those errors, and even if you roll-back the overclock the problem persists? What if you reset the CMOS completely?

Sry, meant to say even if my cpu and memory were "slower" by lowering their multiples and upping the cpu frequency to 265+, the errors show up. I just did a format with no luck. How I wish Athlon 64 3000+'s have a higher multiple of 9x :(

Here's the error message found in the event log:

Your computer was not able to renew its address from the network (from the DHCP Server) for the Network Card with network address 0030BD28F499. The following error occurred:
The semaphore timeout period has expired. . Your computer will continue to try and obtain an address on its own from the network address (DHCP) server.

Ok, I reformated a couple times and still cant get the CPU frequency over 260mhz. There is no more error messages, however, and it shouldnt be the software I install since the problem occurs right after I install Windows. Question now is, is it a hardware problem? Mobo, cpu, network card? Really bummed out that I can't get a higher cpu clock :((

you really need to give your system specs so we can do better troubleshooting for you.

you may have ram that's just not capable of reaching the speeds you are requesting of it. but without your system specs there's not much more we can do for you.

Yeah, it can be RAM or the MB that does not like the high FSB. Run memtest at that speed and run Prime95 while you're in Windows.
