Overclock CPU - Please advice...

I have a Celeron 850 @1.1Ghz with PC-133 memory.
I wonder if there is a way to overclock more than this without significantly killing my Mobo and CPU?

Which one is faster for graphic editing or editing movie: dual processor of Celeron 850 or single PIII 1.7Ghz?
