Over clocking asus gtx 550 ti

My friend upgraded to the gtx 560 ti, so I got his left overs.

First off this card is very strange. It was idling at 50C in my antec sonata III. I knew that this case was not very good at cooling, and it was time for a change, so I bought a antec three hundred two, and put two additional intake fans in the front.
After moving everything to the new case, im STILL getting getting around 48C at idle! even if you manually turn the fan all the way up to 100% it may drop to 45C.
So i ran a few stress tests like furmark and 3d mark, and the max the card gets to is 70.

*REAL QUESTION
Everytime i run furmark when testing an overclock, it throttles the speed back down to default clock speed. I thought this was very strange since the card is well below the danger zone (temperature). why is it throttling and what is a decent over clock for this card?
