Outlook wont send/receive without starting as admin

Hey all

windows 10 enterprise x64
office pro 2016 x64
windows update up to date

things I've tried:

• new profile
• new ost
• new install
• made default
• repair install quick and online

When I start as admin the search doesn't work. So I have to choose between search or sending mail when I start outlook. Womp womp, open to ideas, thanks.
