Outlook: Server Side Rule

Hey;

Want to have all emails received are sent as an attachment to a specified email.

Made a rule in the outlook application and save the specified email in the contacts.

Checked OWA and the rule is available online, but the rule is not running. Only works when I press run rule now.

Any help?
