Outlook return receipt tracking grey out

on my Outlook, the settings for whether I want to send a return receipt after I read the email is grey out which forces me to send the receipt after I read the email. Is there a registry key I can edit to enable the option to allow me whether I want to send the return receipt or not the the requestor?
