Outlook express not recieving mail from Cox

The following is the error I'm getting...

An attempt to allocate memory failed. The system is out of memory. Account: 'pop.central.cox.net', Server: 'pop.central.cox.net', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x8007000E

I'm not understanding this because it's not a system memory thing on my machine. Cox was little help and the Microsoft KB is pointing to at least 3 different articles regarding this error number. Can anyone help? Please!

Windows XP Pro
512 DDR
Cox Cable
Wired in.

Perhaps outlook really is running out of memory... it sure sounds like it is.
