Outlook Express Errors! And other errors!

When I try to send a message through Outlook Express, I get and error message saying :
"The operation could not be completed. RICHED32.dll failed to load. Please reinstall"

I have tried reinstalling outlook from the WIN98 CD but the error is still there. I fear that I will have to reformat. Is there anything I can do?

Also, when I try to start icq, I get the splash screen for about a tenth of a second, then it just closes. If I click it a few more times it eventaully performs an Illegal operation:

Now I'm not sure what all this means, but also when I try to install 3dmark 2000, I double click on it and nothing happens. It's very frustrating.
