Outlook Express error msg 0x800CCCOE

I keep getting this error message when trying to send smtp mail thru the mail server for my web site. Web hosting service is Hoststock.com. Several other smtp mail accounts send just fine thru my ISP mail server. Hoststock recently changed backbones and that is when my can't send problem started; I can receive fine. I have tried many searches and nothing has solved the problem. WIN2000 pro OS SP5, IE6 sp1, OE6 sp1. I have tried Foxmail and Pegasus e-mail clients and get error message they can't connect to the server. I am stuck. Hoststock says everything is fine, they tested and can send mail.

Everything I've read about this error (including from Microsoft) suggests that it's an email antivirus scanning issue that's causing the problem. Try turning off OUTGOING email scanning and try to connect, as you said you don't have a problem receiving, right? Turn it off in ZoneAlarm or other firewall, if you have it.

Also, you might want to "delete" that account in OE and set it up again if the above fails. Back up the emails, of course.

Thanks. I did a good bit of prior searching and saw the comments about anti-virus. Already turned off AVG anti-virus and Zone Alarm and still can't send thru the smtp server at my web host. My other SMTP e-mail accounts send/receive fine, but they go thru my ISP mail server. Everything was fine until the web host changed backbones and switched from Plesk to Control Panel X. Also deleted and added the account back many times and tried several new accounts, none work.

Any other suggestions?

Have you tried sending email on this account through a different pc? Also, have they now required "authentication" when sending email? Or, conversely, do you have the authentication checkbox checked for this account when it shouldn't be?
