outlook express 5 help, keeps freezing when i try to set it up

i jusr reformatted my HD, went to set up outlook express 5 for my mom, and the net connection wizard for it comes up, then freezes, ive tried everything, uninstalling it, re installing it..... anyone have any ideas??
