Outlook attachement question

I use Outlook 2003 on both my home and work computer. At home if I recieve a email with picture attachment such as .jpg and try to open it, I get a warning about opening attachements, but then I can open it righ up. At work, when I click on the attachment I get "Attachment Security Warning", the only options I have are "save to disk" or cancel. I have looked and looked and cannot find out where to change it so I can just open it without saving it to disk.
