If you are willing to change your email address, a free alternative is to use gmail instead of hotmail.

Just click on "Pick a name" and sign up.
Then, you should be able to access it through outlook express with no problem.

I opened two new accounts over the weekend and set up Windows Mail (outlook express version of Vista) to access them and works with no problems.
