Outlook 2007 menu/window resize problem

I am using Outlook 2007 and have noticed lately that there seems to be a problem with the way the menus are displayed.

I have a picture here that shows me trying to add a new account into Outlook 2007. I am unable to do so due to the fact that it will only show me a partial window.

I cannot re-size the window.

Any idea how I can fix this?

I tried uninstalling/re-installing, same deal.

I found out that Ultramon was causing it to resize prematurely. Upon using the actual shortcut link from the Windows menu, I am now able to get through all the menus and utilize the menus without it being resized automatically.
 
Are you using a custom display DPI setting? If so, try resetting this to 100% and see if that resolves it. (Display Properties > Advanced > General tab > Display > DPI setting)
