Outlook 2003 w/ Exchange Offline Rules

We have an Exchange server that we use for collaboration purposes but our actual email is handled separately. Messages downloaded via POP3 are stored in our OST's, however, so they will be automatically backed up when employees are in the office. Most of our employees travel frequently and as a result have to work in the "offline" mode, even though they can download email just fine via their POP3 accounts.

Which leads to our problem - When Outlook is configured with an Exchange account and rules are created moving things into folders stored in the OST, you cannot seem to force them to be "client-side". As a result, rules won't work when people are outside of the office which is a big annoyance. When offline you can't even get into the Rules configuration screen - it gives an error saying "You are currently working offline. To use this command, you must go online and connect to the Microsoft Exchange Server."

One unsatisfactory solution is to create rules the move messages into PST's stored locally. Can anybody think of anything else? I'd consider a third party application like ExLife, but I'd rather not if possible. This seems like a pretty straight forward task. :roll:
