Outlook 2003 problem

I have a problem where Outlook 2003 looks like Outlook 2000. I did some googling and couldn't find the solution. I know Outlook can be configured to look like an older version, but how do you restore it? Reinstalling and detect and repair didn't fix the problem. Anyone know of a way to fix this?
