Outlook 2000 problems

I am having a strange issue which seems to stem from MS outlook. This issue has replicated itself on 3 seperate but almost identical machines.

The machine configuration is as follows:
Abit WX6 Socket 370 motherboard (Intel i810 chipset with integrated
video)
Celeron 466 processor
64MB RAM
10GB HDD
3COM 905B or 905C NIC

Here is the problem, I am using windows 95 release C (win95 w/ USB support) after doing a clean install the system works perfectly. As soon as I install Outlook the system will no longer shutdown properly. By this I mean the system will go to the "It is now safe to turn off your computer" screen instead of shutting down, and at that screen the power button will be in the 5-second delay mode

This is VERY strange and a serious problem for me (well for my boss and therefore for me.
