Out of state fees... and PZEV vehicle?

Hello. I am currently a NY resident and I plan on purchasing a car in New Jersey. I plan on registering the car in New York. What kind of TTL (tax, title, license) fees should I be paying?

As far as I know, I either pay NY sales tax at the dealership (as long as the dealership is allowed to collect NYS tax) or I pay it at the NYS DMV when I register the vehicle.

However, what about the title and license? From what I'm thinking, I'll probably have to pay for the NJ title (and then transfer it to a NY title). And license/registration fees, I believe I wouldn't have to pay this since I plan on registering it in NYS?

So the total price would be the car, tax, and title?

One more thing. All NY dealerships are required to sell PZEV vehicles as of mid-2007. Since I plan on buying a non-PZEV car from NJ and registering it in NY, would I have any problems getting it registered or passing NYS emissions inspection?

Buying from a private party or from a dealership? Private party is nothing, just go to your DMV with title and you are good to go. Buying from a dealership is a bit more complicated. They register the car in the state it was purchased and give you a temporary tag, they should not charge you sales tax. This is usually fairly cheap. Then you wait in the mail for that title, once you get that, you head to the DMV with the money for sales tax, plus registration costs.
 
It's one of two ways, I believe.

1) Dealership will register the car in NY for you. You won't pay anything to NJ state, because you are registering it to NY. Tax, registration, title, all go to NY.

2) Dealership will give you temporary NJ plate. Before it expires (About 20 days), you register in NY. Again, you won't pay anything to NJ.

Dealership will take care either way, and they will tell you what they will do, or what you should do. Either way, you can expect paying nothing to NJ state. There are a lot of NY residents shopping in NJ car dealer, so the dealership knows what's going on. (Unless it's newbie/BS dealer)

Doesn't it matter if the car is new or used also? I thought new cars come with Certificate of Origin and you only get a title once it's registered?

It's actually happened both ways for me in regards to new cars. When I bought a car in Ohio I got an Ohio title, when I bought a new car in Virginia I did not get a Virginia title, only my sales papers. Both came with that states' temporary license plates.
 
I bought a Mazda3 in Minnesota, and brought it back with me to Illinois. They did some of the paperwork wrong for my plates, so I've been on a temp minnesota permit for about 2 months now 🙁

But I just got the title in the mail today, yay!
