Out of scan range

this on a friends computer. we recently installed a 56kmodem and every time we start after the windows load bar the monitor has out of scan range. i believe it has to do with refresh rate but my question is how you cahange themn when you cant see what you doing if that makes any sense. it just happened after wards possibly becuase we used a different monitor.

what do we do?

the card an old tnt 2 of some sort.
 
When you first turn the computer on keep tapping the F8 key. You will eventually get a menu. Use the arrow keys to highlight Safe Mode then press enter.
 
After you get in there, move the video settings down to 800x600. It sounds like the monitor can't support the rez that you have it at right now.
