out of memory error screen?

Hi a friend has an Asus A7v board ,1.4 Athlon chip,1.5 gig pc133 and Geforce 2mx 400 bd. This is a new system and it's never got past the low memory screen after installing Me.Fdisk,format reinstall over and over. Cleared bios again and again, could it be the mimiport drivers or could he have virus detection enabled in bios?This guy knows just enough to get in trouble and this phone diagnosis stuff stinks. I have recommended he remove all cards and drives except hdd and agp card. What would give a low memory screen with 1.5 gig available. Any thoughts would be appreciated. Thanks Steve.
