There are programs that you can use to limit bandwidth to each computer.

Are you wireless and she is wired? On routers the wired connection usually takes priority.
You could slip over there and lock down her network speed to 10/half

Tell her you can optomize her connection to improve performance for everyone, then either set upload cap to minimal amount (because what would she care) or report her to Lan ADMIN for abusing network privledges.

BTW, typically it's the uploads that make it feel slower for others sharing the bandwidth, but, I'm not sure what kind of connection you are on so I don't know that for sure.

I used some software by Pancho networks, it can block and/or limit bandwidth for P2P apps. Paid like 100 buck or so to get the license tho... I wish I saw my roomates face when all his d/l's were going at 5k/sec!! ;)

can you ask her to leave it on at low usage times only?

Make a protest sign and wear it around your neck while you run up and down the halls. It should get someone's attention and about the time they fire you for acting crazy, they will catch these bandwidth crooks because you brought it to their attention. CONGRATULATIONS!!!

I would ask her to set bearshare uo to limit the inbound and outbound connections. I don't use that program, so I'm not sure exactlly how. IF she doesn't want to share, do what you need. If you have access to her files, it may be a setting in a .ini file, that you could just edit yourself

edit: Someone admins the network, can you check with them?
