When I do my copper plumbing, should I run the hot water on the paper(moisture barier) side (whcih is easier in this case) of the insulation or on the side where only insulation exists?

I think it doesn't matter but I'd like to here it from someone who has done plumbing before.

From snooping, it seems like you just have to keep the lines on the interior side...to prevent freezing. Kinda obvious. DUH!

No. Doing a basement bathroom. I have to do the plumbing and the walls are already up with insulation and drywall. The wall in question shares a basement carport area. Air Temperature isn't much of an issue. The moisture barier is on the living side of the home, not the carport side. Working from the living area side is easier though for multiple reasons.
