OT I need a programmer/scripter

I know this is OT but I've had ZERO luck anywhere else I post this. :(

Is anyone interested in doing a little program/script in Perl/PHP that can grab info from a web site and insert it into a MySQL database and then output certain info to IRC? I know nothing about PHP/Perl or MySQL, but I do not think this would be to extensive of a program/script.

The current game and the files that I would like in the database are from, JUL 1 - AUG 30 2007

This is what I had posted on rentacoder.com:

I need some a to pull news from a web based game, store the info in a sql server and then send the info to irc. The game news is stored on a site in .txt files at: http://a.swirve.com/data/ . The game resets every 2 months so the data would also need to reset in the database.
The ranks.txt file I would also like stored on the sql server and be able to retrieve the info via mirc triggers.

The breakdown of the .txt files is :
6243 20 1 tanks to you retal (#950) Tenacious SOLer (#2396) 10 0 1 658 1472 Paradigm SOL

6243 - date i not sure how this is formatted
20 - the hour
1 - win or lose either 1 or 0
tanks to you retal(#950) - the attacker
Tenacious soler(#2396) - the attacked
10 - results from the attack
0 - results from the attack
1 - the type of attack - SS(1), PS(2), GS(5), BR(6), AB(7), Nuke(10), Chem(11), Cruise(12)
658 - rank of the attacker
1472 - rank of the attacked
paradigm - clan of the attacker
sol - clan of the attacked

The output into an irc channel would be like:

{BR} P E A S (#214) [RIVAL] » Muy Dificil 4 (#5869) [SOL] 91C/8B *
{CM} P E A S (#214) [RIVAL] » Muy Dificil 4 (#5869) [SOL] 2725C/135B *

Irc trigger commands would be like:

Like !lasthit #### and it would grab the last hit on that country with the time it was hit and post it into the irc channel.

!news 214 will show all of 214's news for the reset (in notice to whoever asked for it)

The server I will run the sql server is running ubuntu linux and has mysql5, php4, and apache running on it now. As I have no idea what this would involve I am open to suggestions.
