This is off-topic but anyway. Please post all you know about cleaning the HD.
Is Norton Cleanup good? Should I just go for DOS-prompt fdisc (fdisk)?
I need to know. ME is...not very satisfying for a gamer. Or anyone. I have XP Pro but I've heard that upgrading OS's isn't good so I want to clean the HD, which needs a cleaning anyway.

Use a boot disk (ME is fine) and format the drive. I'm sure it's FAT32 since you were running ME so you can do a quick format and be just fine. ( i.e. "format c: /q" ) Then boot from the XP cd and install. As far as what FAT type you want it depends on if you're gonna deal with files larger than 4gb in size. If so you'll need to change the FAT type to NTFS in the XP setup, but remember DOS can't read that FAT type. :)

There you go!

Couldn't he just set his CD-Rom to boot? Put in XP CD, and use its installer, then use the option to reformat and install XP? Thats what I did.

The standard way to install XP is to boot off the CD.

During the installation process you'll get the chance to manage your partitions and disk formatting.

I'll second that - the XP setup program will let you partition and format the hard drive completely, and with NTFS.
