OSX volume names

If I plug in a USB drive or external device OSX remembers the name I gave it the previous time.

Normally it defaults to 'NO NAME'

Does anyone know how OSX remembers the name for the particular device? Is it stored on the device itself or in the OS? If it is in the OS do you know where?

I'm sure it's stored in the filesystem, just about every filesystem has a spot for a label.

Right, I just need to know if the name is stored on the device itself or the unique ID of the device is stored along with the name on the OS.

Basically, I would like to change the volume name of a device but do not want to write anything to the device. Unfortunately it is formatted as FAT so I can't simply just change the permissions in terminal.

I'm pretty sure you can change the name and it will only work on the Mac. I can test it on my computer if you want, I have a flash drive I can hook up to my computer, rename it then check on the Windows machine.
