OSX Dashboard for Windows?

I need to develop some Dashboard widgets for someone, but I don't have a Mac to test them on. I guess I could use PearPC but that's a hassle and I don't have a copy of Tiger anyway.

Is there any way to run Dashboard widgets on Windows? (like an emulator or some web-based thing?)
