My friend is working for this small private company that is working him too much. Every week or two weeks he has to be at a client site at 9am. The issue is it is a 4 hour drive to the client site. Once he is there he has to do a full 8 hour day then drive home from there to be back in at work again at 8am at his normal office. Is this a violation of anything or is the employer allowed to do that? He is a full time employee and does not get paid overtime. The reason why I'm asking this is I'm worried about when he's driving home tired and doing a 4 hour drive. If he did get into an accident would he have a case against the employer?

OSHA wouldnt have anything to do with this issue, I doubt any agency would have rules regarding this.

It's a Labor Department issue, but the exceptions to the Wage Hour Law have swallowed the rules for the most part.
