OS "forgetting" settings on reboot

On rebooting, programs such as Zone Alarm keeps asking me to allow access to programs on startup, even know I put a checkbox inplace to "not ask again", does it everytime after a reboot.

Another example, in any folders, I have them set to "view as a list" and "small", once applied they stay. After a reboot, they default back to large and a grid view.

Other settings once applied are lost everytime after a reboot, another is the "recent" folder, after a reboot items displayed there should be gone after a reboot, they stay.

What the heck is happening? 😀
