Orinoco Gold USB Driver Problem At Startup ONLY

I have an Athlon 700 TBird on a Shuttle AK11 with recent VIA 4in1 drivers running under Win98. This computer has successfully recognized a Canon N650U USB scanner at startup, but not a newly installed Orinoco Gold USB. Both Orinoco firmware and drivers are the latest (Winter 2001).

At startup, the computer begins booting Win98 and the Orinoco green connection light glows for about 10 seconds, then turns off. The client manager software for Orinoco does not detect the device. The device manager lists driver errors with a code 10, which probably means device not found, because I get the same msg for the parallel port Zip drive, which I currently have on another machine.

Now the strange part. Without doing anything other than unplugging and replugging the Orinoco USB, everything works. The green light goes on, and the client manager detects the device with a strong signal. And I can use it to surf. But if I leave it alone for about half an hour, the green light goes out, and it is lost again, until I unplug and plug back again.

I don't believe it to be a driver problem, since I have reloaded them several times. But could it be IRQ or some other kind of hokey stepped on scenario?
