My uneducated guess is that the filling is cheaper than the cookies and that folks buying double stuffed Oreos are buying an inferior product.

Double stuffed oreos have as much filling as I remember regular oreos having at some point.

Double stuffed don't have any less in them today. Regular Oreos always had barely any stuffing.
