Anything from the 9x era is weak enough to be run with a glide wrapper in software.
Maybe it would be best to explain what it is you are after.

For VirtualBox, it would be an option in the VM machine settings under Display.
now whether it supports 9X 3d acceleration is a different matter. I did not check more than opening it and see where the option is

I tried Windows 95 in VMware. Works only games which doesn't need 3D-Acceleration. MS-DOS games also not working. DOSBox and PCem it's the only emulator with 3D-Acceleration in Windows 9x. PCem is very slow (20 FPS or less in all games). In DOSBox many old Windows games not working and it's not stable.

Windows 9x in VirtualBox it's even worse.

What about Bochs emulator? Is it good?

EDIT:

I tried Bochs and i can't boot Windows 95.

I just tried Windows 98 in VirtualBox and it's very slow and unusable. Installation is very slow and Windows working so slow. VMware is way faster for Windows 98 but without 3D-Acceleration like VirtualBox.
