Optical Mouse Stays Turned On After Computer is Turned Off

So I bought a PS/2 Rosewill Optical Mouse and for some reason it stays turned on even after my computer is turned off. I thought it was the mouse. But this is not the only mouse that does that. I have another Microsoft Optical Mouse that also stays turned on when I plug it into my PS/2 port even afer the computer is turned off. The Microsoft mouse is fine when I plug it in through USB. So I don't think it's the mouse. Could it be a motherboard problem or some controller issue with the PS/2 port?

Note: I have a SHUTTLE MN31L nForce2 IGP.
 
it's normal the ps2 port always lets some power be drawn so devices can wake the computer up
 
... if you set your mainboard up to do that. PS/2 keyboard, mouse, and sometimes even USB ports stay powered (off the Standby rail of the PSU) when the system is "off". (Remember that ATX "off" state isn't actually off, it's more like Standby on your TV or VCR.)

Some mainboards have a jumper to put PS/2 off Standby power onto Main power. Use that.
