Optical mouse small movement problem

I recently purchased a MS wireless optical Intellimouse Explorer. Works ok but it?s hard to make very small movements as when slowly moving mouse, nothing happens and then it jumps and overshoots target. For instance hi-lighting one character (small fonts, size 5) takes several tries. No software adjustments help. I?ve tried many surfaces, including using Excel printouts of various patterns, i.e. crosshatch, dots, colors. The best I?ve come up with is a blank sheet of darkish pink paper.

Does anyone have technical knowledge of the how this device functions? I know the basic principle of operation.

turn it over and look at the camera lense , make sure you don't have a small bit of lint or something in there.
