OpLock problem in NT server 4

I have a non-32 bit database (I think it is DBASE 2 based). I am trying to access the data with a Visual Basic module, but get file lock errors. I have tried disabling OpLocks on both server and client but the original database clients are still locking files. The server does not show locks active for the files generating the errors.
